Project prioritization selects a feasible portfolio of initiatives when impact, effort, budget, dependencies, and strategic constraints conflict.

Why this decision is hard
Simple scoring lists ignore capacity, dependencies, budget caps, required work, and portfolio balance. The highest score is not always a portfolio that fits the rules. A useful method distinguishes rules that cannot be broken from preferences that can be traded off. It also records the objective before comparing alternatives, so a team can explain the result rather than defend a black box.
Worked example
Inputs: Use the rows below as a small decision set. Manual baseline: Projects are sorted by score, then debated manually when budget and dependency conflicts appear. Method comparison
Manual ordering is quick but misses interacting constraints. Scoring compares preferences but does not guarantee feasibility. Optimization evaluates feasible choices against an explicit objective.
