Project prioritization selects a feasible portfolio of initiatives when impact, effort, budget, dependencies, and strategic constraints conflict.

Use this when

Simple scoring lists ignore capacity, dependencies, budget caps, required work, and portfolio balance. The highest score is not always a portfolio that fits the rules.

A small example

Projects are sorted by score, then debated manually when budget and dependency conflicts appear. The decision process makes the rules explicit, then compares feasible options against the stated objective: Choose the highest value feasible portfolio under budget, effort, and dependency constraints.
